The hire needs a Cyprus employer, a contract of at least six months, a gross salary of at least €43,632 a year, and a degree of three years or more or, in ICT only, three years of senior experience in the last seven. Decisions take up to 90 days and spouses may work freely. After 12 months the holder can move to another EU state, except Denmark and Ireland. ## Cyprus EU Blue Card rules, 2026 - **Legal basis and start**: Aliens and Immigration Law as amended in August 2024, transposing Directive (EU) 2021/1883. We found no revision for 2026 in any source checked. A 13th salary counts towards it if it is guaranteed in the contract. Bonuses that depend on performance usually do not. ### Which jobs qualify for the Cyprus Blue Card? Highly qualified roles in information and communication technology, pharmaceutical research and shipping. Pharmaceutical roles must be research. Shipping roles must be on shore, because ship captains and crew are excluded. Every other sector has a quota of zero. ### Can I get a Cyprus Blue Card without a university degree? Only in ICT. ICT managers and ICT professionals can qualify with at least three years of higher professional experience gained in the seven years before applying. Reference letters from past employers, with dates and duties, are the evidence. Outside ICT a degree from at least three years of study is needed. ### Is there a lower Blue Card salary for recent graduates in Cyprus? Not as far as we can confirm. The directive allows countries to accept 80% of the threshold for recent graduates and shortage occupations, about €34,906 here, but Cyprus has published a single flat figure. Until that changes, a graduate on €38,000 should look at the company of foreign interests route instead. ### How long does a Cyprus Blue Card application take? The Migration Department must decide within 90 days of a complete application. A holder arriving from another member state under long-term mobility gets a decision within 30 days. Add the time needed to collect apostilled documents abroad, which is often the longer part. ### Can my spouse work in Cyprus if I hold a Blue Card? Yes. A spouse who gets residence through family reunification has free access to the labour market, including self-employment, without a separate Department of Labour approval. Children can attend school on the same basis as Cypriot children. ### Can I bring my family at the same time as my Blue Card application? Yes. Family reunification applications can be filed together with the Blue Card or after it is issued, and the family permits run for the same term as the card, subject to passport validity. Marriage and birth certificates need an apostille and a translation. ### How long is a Cyprus Blue Card valid? Up to three years and renewable, depending on the contract. Under the directive a contract shorter than two years gives a card for the contract term plus three months. Renewal should be filed at least three months before expiry. ### Can I change employer on a Cyprus Blue Card? Yes, if the new job also meets the conditions. In the first twelve months the change has to be notified and the authority may take up to 30 days to check it before you start. After twelve months, notification is enough. The new role still has to be in one of the three sectors and above the threshold. ### What happens to my Blue Card in Cyprus if I lose my job? Under the directive the card is not withdrawn for unemployment of up to three months, or up to six months once you have held it for two years. Tell the Migration Department and keep looking within the eligible sectors. We have not seen the Cyprus wording of this rule, so confirm it before relying on it. ### Can I work in Germany or the Netherlands with a Cyprus Blue Card? For business trips, yes, up to 90 days in any 180. For a job there, after twelve months in Cyprus you can move and apply for that country's Blue Card within one month of arriving. Germany and the Netherlands set their own salary thresholds, which are higher than Cyprus's. ### Does time on a Cyprus Blue Card count towards permanent residence? It counts towards EU long-term resident status, which needs five years of legal residence. Blue Card years in different member states can be added together, provided the last two are in the state where you apply. Long absences outside the EU can break the count. ### Is the Blue Card better than a Cyprus work permit for a company of foreign interests? It depends on the salary and the plan. The Blue Card wins on EU mobility and the long-term residence count. The highly skilled route wins on speed, a lower salary floor of €2,500 a month and access to any sector, and it is the route that leads to fast-track Cyprus citizenship for highly skilled employees. Tool 2 compares them for your case. ### Where do I apply for an EU Blue Card in Cyprus, and what does it cost? The employer applies at the head office of the Migration Department in Nicosia, part of the Deputy Ministry of Migration and International Protection. Published fees differ between sources, from €40 to €110 for the card plus €70 for first registration in the Aliens Register, so check the current schedule before paying. ## Contact Aqualis Ltd, https://www.aqualis.com.cy
