The Blue Card
A combined residence and work permit for highly qualified non-EU staff, issued under one EU directive and recognised by 25 member states. It is tied to qualified work, not to one employer forever.
Cyprus opened the Blue Card in July 2025, but only for ICT, pharmaceutical research and shipping, and only above €43,632 a year. Test a hire or an offer against every condition, see whether a standard work permit or the company of foreign interests route fits better, and plan a later move within the EU.
The Blue Card sits in the Aliens and Immigration Law, amended in August 2024 to transpose the EU directive. Sectors and salary are fixed by decree of the Minister of Labour. Where Cyprus guidance is silent we show the directive's rule and stamp it Confirm.

Eight stars are the legal tests. Four are the documents that most often delay a file. Enter the role as it stands in the draft contract. The result explains every test and, if the Blue Card is out of reach, names the route that fits instead.
Assumptions. Salary threshold €43,632 gross a year under the current decree, compared with the full annual gross including any 13th salary. The directive's 80% threshold for recent graduates and shortage occupations (€34,906) is shown for information but not applied, because Cyprus has not published one. Minimum contract six months; a contract under twelve months is flagged because one Cyprus firm reads the rule as one year. Degree route needs three years of study; the experience route needs three years within the last seven and is open to ICT roles only. The company of foreign interests route is tested at €2,500 gross a month (annual salary divided by the number of salaries) with a degree or at least two years of experience. Stars 9 to 12 are filing checks and do not affect the legal verdict. Adviser to confirm every figure.
The card is an EU instrument, but Cyprus chose how wide to open it. These are the parts that matter to an employer in Limassol or Nicosia and to the person they want to hire.
A combined residence and work permit for highly qualified non-EU staff, issued under one EU directive and recognised by 25 member states. It is tied to qualified work, not to one employer forever.
Gross annual pay before tax and social insurance. A 13th salary counts. Allowances that are not guaranteed, such as bonuses, are usually left out. The figure is a flat decree amount, not a sliding scale.
ICT, pharmaceutical research, and shipping on shore. A data engineer at a Limassol fintech qualifies through ICT. A pharmaceutical sales manager or a ship's master does not.
Either a degree from at least three years of study, or, for ICT managers and professionals, three years of senior experience within the last seven. Self-taught engineers can qualify this way.
Spouse and children can apply together with the main card and get permits for the same term. The spouse can take a job or start a business in Cyprus without a separate work permit.
Business trips to other member states of up to 90 days in any 180, from day one. After twelve months in Cyprus, a full move to a Blue Card job in another member state.
EU long-term resident status comes after five years of legal residence. Blue Card years in different member states can be added together, which national permits cannot do.
In the first year a new job must be notified and can be checked for up to 30 days. After that, notice is enough. Between jobs, the card survives three months, or six after two years.
The directive lets each country decide where the card is needed. Cyprus used decrees of the Minister of Labour, issued in December 2024, to open unlimited places for highly skilled non-EU staff in three sectors, and set the quota for every other profession at zero. The choice follows where the island has been building its export economy: technology companies relocating to Limassol and Larnaca, pharmaceutical research in Nicosia, and one of the largest ship management clusters in Europe.
A finance director, a civil engineer or a hotel general manager cannot get a Cyprus Blue Card at any salary. They need another route.
For employers outside the three sectors this is not a dead end. Most foreign-owned groups can register as a company of foreign interests and hire highly skilled staff from €2,500 a month, without a labour market test. For employers inside the sectors, the sector test is the easy part. The role must sit inside it too: pharmaceutical research, not production or sales, and shore-based shipping roles, not the master or crew. Write the job description with that in mind, because the Migration Department reads it.
Many Cyprus employers in ICT can use either route for the same hire. The choice comes down to salary, speed and whether the person may want to move on within Europe.
Salary from €43,632 a year, three sectors only.
Decision within 90 days.
Spouse works freely. Short and long-term moves within the EU.
Years in other member states count towards EU long-term residence.
Salary from €2,500 a month, about €30,000 a year, any activity of a registered company.
Faster, with a government target of about one month.
Spouse works freely at that salary. No right to work elsewhere in the EU.
Opens the fast-track citizenship route for highly skilled employees.
If the salary clears €43,632 and the person values mobility, the Blue Card usually wins. If speed matters more, or the salary sits between €30,000 and €43,632, the company of foreign interests route is normally the better file. Both can be filed for family at the same time.
The Cyprus card is a starting point, not only a permit for Cyprus. What it allows changes with time.
Long absences outside the EU can break the five-year count. Under the directive, up to twelve months in a row and eighteen months in total are tolerated for Blue Card holders. Keep travel records from the first day.
Each is a realistic offer from a Cyprus employer. Two qualify. One falls €3,632 short and is better served by a different permit.
Five-year engineering degree from Cairo University. Two-year contract with a foreign-owned payments company in Limassol. Wife is a pharmacist.
PhD from Hyderabad awarded in 2024, so a recent graduate. Three-year contract in a generics research and development unit registered as a company of foreign interests.
Four-year marine engineering degree from Manila and ten years at sea before moving ashore. Open-ended contract with a Limassol ship management company.

Assumptions. Blue Card availability is the verdict of Tool 1. The highly skilled route assumes the employer is, or can register as, a company of foreign interests with the Business Facilitation Unit, a salary of at least €2,500 gross a month and a degree or at least two years of relevant experience. The standard permit assumes a Cyprus employer, a labour market test through the Department of Labour and an open quota for the role. Processing times are the legal maximum for the Blue Card, the government's stated target for the highly skilled route, and Aqualis's typical 4 to 8 weeks for the permit stage. Family and long-term residence rules for the two national routes are simplified and need adviser review.
Tell us how long you have held the Cyprus card, where you want to go and when. The planner dates each milestone: business trips, a long-term move, and EU long-term resident status.
Assumptions. Months held are counted back from today to date the start of your Cyprus card. Short-term mobility runs from that start for up to 90 days in any 180, for business activity. Long-term mobility opens 12 months after the start; the application is due in the second state within one month of arrival and that state applies its own salary threshold. EU long-term resident status is dated at five years of Blue Card residence added across member states, with at least the last two years in the state where you apply. Absences, gaps between cards and time on other permits are not modelled. Denmark and Ireland do not apply the directive. Adviser to confirm.
The employer files, at the Migration Department's head office in Nicosia. Most delays come from documents that were never apostilled, not from the decision itself.
Check sector, role scope, salary and qualification against the decree, then sign a contract or binding offer that states the gross annual salary and the term.
Write the job title and duties so the sector is obvious. A vague title invites questions.Passport, degree or experience letters, and criminal record certificate, each apostilled in the home country and translated where needed.
Egypt, India and the Philippines all issue apostilles. Allow two to four weeks for them. The employer submits form MEU-BC with the contract, salary evidence, qualifications, health insurance and fees. Family applications can go in the same day.
First-time applicants outside the EU need an entry permit or visa to travel for biometrics. The Migration Department decides within 90 days. The holder registers in the Aliens Register, collects the card and starts work.
Diarise renewal at least three months before expiry, and the 12-month mobility date.Fourteen answers in plain terms. Each carries the review date in this page's structured data.
Ask one we missed€43,632 gross a year, set by decree of the Minister of Labour. We found no revision for 2026 in any source checked. A 13th salary counts towards it if it is guaranteed in the contract. Bonuses that depend on performance usually do not.
Highly qualified roles in information and communication technology, pharmaceutical research and shipping. Pharmaceutical roles must be research. Shipping roles must be on shore, because ship captains and crew are excluded. Every other sector has a quota of zero.
Only in ICT. ICT managers and ICT professionals can qualify with at least three years of higher professional experience gained in the seven years before applying. Reference letters from past employers, with dates and duties, are the evidence. Outside ICT a degree from at least three years of study is needed.
Not as far as we can confirm. The directive allows countries to accept 80% of the threshold for recent graduates and shortage occupations, about €34,906 here, but Cyprus has published a single flat figure. Until that changes, a graduate on €38,000 should look at the company of foreign interests route instead.
The Migration Department must decide within 90 days of a complete application. A holder arriving from another member state under long-term mobility gets a decision within 30 days. Add the time needed to collect apostilled documents abroad, which is often the longer part.
Yes. A spouse who gets residence through family reunification has free access to the labour market, including self-employment, without a separate Department of Labour approval. Children can attend school on the same basis as Cypriot children.
Yes. Family reunification applications can be filed together with the Blue Card or after it is issued, and the family permits run for the same term as the card, subject to passport validity. Marriage and birth certificates need an apostille and a translation.
Up to three years and renewable, depending on the contract. Under the directive a contract shorter than two years gives a card for the contract term plus three months. Renewal should be filed at least three months before expiry.
Yes, if the new job also meets the conditions. In the first twelve months the change has to be notified and the authority may take up to 30 days to check it before you start. After twelve months, notification is enough. The new role still has to be in one of the three sectors and above the threshold.
Under the directive the card is not withdrawn for unemployment of up to three months, or up to six months once you have held it for two years. Tell the Migration Department and keep looking within the eligible sectors. We have not seen the Cyprus wording of this rule, so confirm it before relying on it.
For business trips, yes, up to 90 days in any 180. For a job there, after twelve months in Cyprus you can move and apply for that country's Blue Card within one month of arriving. Germany and the Netherlands set their own salary thresholds, which are higher than Cyprus's.
It counts towards EU long-term resident status, which needs five years of legal residence. Blue Card years in different member states can be added together, provided the last two are in the state where you apply. Long absences outside the EU can break the count.
It depends on the salary and the plan. The Blue Card wins on EU mobility and the long-term residence count. The highly skilled route wins on speed, a lower salary floor of €2,500 a month and access to any sector, and it is the route that leads to fast-track Cyprus citizenship for highly skilled employees. Tool 2 compares them for your case.
The employer applies at the head office of the Migration Department in Nicosia, part of the Deputy Ministry of Migration and International Protection. Published fees differ between sources, from €40 to €110 for the card plus €70 for first registration in the Aliens Register, so check the current schedule before paying.
Aqualis prepares Blue Card, highly skilled and family files for Cyprus employers, registers the company with the Business Facilitation Unit where that route fits, and sets up payroll, social insurance and tax for the new hire. The adviser named here signs off every figure on this page.
